UK Steel Quotas Tighten from July 2026

The UK Government has set out a new steel trade measure due to take effect from 1 July 2026. The measure will replace the current safeguard approach with tighter tariff-rate quotas for selected steel imports and a significantly higher charge for imports above quota.

What is changing

From 1 July 2026, tariff-free steel import volumes will be reduced by 60% compared with the previous steel safeguard measure. Imports entering outside the relevant quota will face a 50% tariff, calculated by value before any other import duties are applied.

The measure applies to 20 categories of steel goods that can also be made in the UK. These include hot-rolled sheets, metallic coated sheets, organic coated sheets, tin mill products, quarto plates, merchant bars, rebars, stainless bars, wire rod, angles and sections, railway material, gas pipes, hollow sections, large welded tubes, other welded tubes, cold finished bars and non-alloy wire.

Quota access and timing

Quotas will be allocated quarterly, starting with 1 July to 30 September 2026. Unused country or residual quota may roll over into the next quarter, but not into the next quota year. HMRC will administer access on a first come, first served basis, so importers should identify the correct order number before making declarations or quota applications.

Category 1 has additional rules for authorised use products used in downstream processing. Importers using this route should check whether the goods are declared under the relevant authorised use procedure and whether the global quota remains available.

Impact on UK businesses

The policy aims to protect domestic steelmaking, which government regards as important for defence, infrastructure, energy and transport. For importers, manufacturers and fabricators, the practical issue is cost certainty. Missing a quota, using the wrong commodity code or failing to cite the correct order number could create a material duty exposure.

UK businesses in advanced manufacturing, engineering, construction supply chains, distribution and specialist fabrication should review whether steel inputs or finished steel products are covered. Some businesses may not consider themselves steel importers but may still rely on steel components supplied through overseas routes.

What should you do now

Businesses should map their steel imports by commodity code, product category, origin, supplier and forecast volume for 2026/27. They should check whether any goods fall within the 20 listed categories, confirm the relevant quota and order number, and speak to customs agents or freight partners about how quota claims will be made in practice.

Contracts agreed before 14 March 2026 may be eligible for transitional arrangements for goods imported between 1 July and 30 September 2026, but details are still being finalised. Businesses should monitor further Department for Business and Trade guidance before relying on any transitional relief.
